The Luzerne County Solid Waste Management Department, winners of two PA Department of Environmental Protection Waste Watchers, recycles over 50 percent of the trash that Luzerne County throws away. City of Wilkes-Barre Recycling Information
The largest municipality in Luzerne County, Wilkes-Barre, collects recyclables at the curbside using the "Pay Per Bag" system. In 1994, when the city began using this system, they became the largest city in the Commonwealth of Pennsylvania to collect trash and recycling using the "Pay Per Bag" system.
The "Pay Per Bag" system encourages residents to recycle more than they throw away by asking them to pay for each bag of trash and drop off recyclables for FREE at local drop-off centers.
